half fee only to be charged. We presume it is your

practice to refund to the candidates themselves whether

successful or not any legitimate expenses to which they

may be put in offering themselves for examination by

your Consulting Engineers or by yourselves.

We think that in view of possible developments

after the completion of the through line to Canton, the

arrangements suggested above might at the end of the

current year be reconsidered and if necessary revised.
